​What is the Serial Declaration Scheme?

General rules

Publication classifications only apply to a single issue of the publication. This means that each issue of the publication needs to be individually submitted for classification.

The Classification Board may grant a declaration that the classification and conditions previously granted to an original issue of a periodical can be used to sell all future issues of that periodical released within a set time after the declaration is granted, provided the content of the future issues does not exceed the classification granted to the original issue.

In deciding whether to grant a declaration, and the length of time the duration will apply, the board can take into account the classification history of the publication and the history of compliance with previous Serial Declarations. The board also needs to be satisfied that issues published under the Serial Declaration will comply with the classification of the original issue.

This can result in significant time and cost savings to clients.
