It's a compilation of two Pac-Man games on one cartridge (Pac-Man, initially released on Atari2600 + Pac-Man initially released on Atari7800). The player controls Pac-Man through an enclosed maze. The objective of the game is to eat all of the dots in the maze while avoiding four ghosts who pursue Pac-Man. When Pac-Man eats all of the dots, the player advances to the next level. If Pac-Man is caught by a ghost, he loses a life; the game ends when all lives are lost. Placed near the four corners of the maze are "power ups". When Pac-Man eats one, the ghosts start to avoid Pac-Man, as he can now catch ghosts for bonus points himself for a certain time; when a ghost is caught, its eyes make their way back to their spawn point, where the ghost returns to its normal form. There is a local multiplayer mode in both 2600 and 7800 versions, but its sequential gameplay as in player one has a game and once he dies player two has a game, so the gameplay doesn't differ from single player gameplay.
